An article processing charge (APCs) is a fee paid to the publisher by the author or institution, in exchange for the article to be open access, readable without a paywall, and published under a Creative Commons License with authors retaining copyright.
Libraries sometimes make agreements with publishers that cover or discount APCs for articles that have an author affiliated with their institution. The cost of the APC is built into the subscription cost of the journal publisher package under transformative agreements.
These agreements can be called "read and publish agreements" or "transformative agreements."

Cambridge University Press
South Dakota State University corresponding authors are eligible to publish open access in Cambridge University Press Gold OA and Hybrid journals.
IOP Science
South Dakota Board of Regents have signed a transformative agreement with IOP Publishing that allows corresponding authors who are current staff members, researchers, faculty (permanent, temporary and/or visiting), or students at South Dakota State University to publish open access at no cost to themselves.

Microbiology Society
South Dakota State University corresponding authors can publish in all Microbiology Society journals at no additional cost. Use your SDSU affiliation and email address when submitting your article for publication.
Springer Nature
South Dakota State University is one of 120 Lyrasis consortia members participating in a read and publish agreement with SpringerNature.
SDSU corresponding authors are eligible to publish open access in over 2,000 Springer Nature Hybrid journals.
